The Pentagon doesn't need paranoia to fuel its budget. It's not like, if 9/11 had never happened or this report didn't exist, we'd be sitting here with Canada's army or something. The US spends more money on the military, by an insane amount, than any other country (or countries) on earth. That hasn't changed in about 60 years. Furthermore, let's say best case scenario, Kerry gets elected in November and climate change becomes public enemy #1. Does any more money get into the Pentagon's budget because of that? I'd think the remedies would be decidedly non-military. Unless the remedy would be to blow up all the SUVs and coal plants on earth.
